Refrigerant Restrictions
State environmental laws restrict the sale and shipment of certain high-GWP virgin refrigerants. Here's what we cannot ship and why.
Currently Banned — Cannot Ship to CA or NY
In Effect 2025Virgin refrigerants with a GWP ≥ 2,200 are banned for sale and distribution in both states. We cannot ship the following to California or New York addresses:

Key Facts
Virgin Only — Reclaimed is Exempt
These bans apply to virgin refrigerants only. Reclaimed refrigerant is exempt under both California (SB 1206) and New York (Part 494) regulations and may still be used to service existing equipment.
Applies to All Sellers
These regulations apply to any person or business selling into CA or NY, regardless of where the seller is located, the quantity sold, or the type of packaging.
Why These States?
California (CARB SB 1206) and New York (DEC Part 494) have enacted some of the strictest HFC phase-down laws in the U.S. as part of their climate initiatives to reduce greenhouse gas emissions.
Existing Equipment Is Not Affected
These laws do not require immediate replacement of existing equipment. Systems already in the field can continue operating — the restriction is on the sale of new virgin refrigerant to recharge or service them.

CA & NYBoth states follow a three-step phase-down by GWP threshold. Plan your equipment transitions accordingly.
